The Empire is law, law is sacred.

Rebel forces in Rimmen and Riverhold have begun their guerrilla attacks on the provincial governments for both minor provinces. The northern Second Army of the Altmer has now arrived on the Riverhold border and begun to set up camp/make preparations for further action if necessary. Meanwhile, the Drahxilis Order has begun an attack on the provincial government, organized criminals and local law enforcement. It seems clear that the rebels are being supplied with weaponry, resources and some even speculate orders from an outside source. Meanwhile down south, the Altmer First Army are still marching north at a steady pace.

Patrols on the provincial border between the Greater Isles and Rimmen/Riverhold have been stepped up considerably to the extent that large, armed patrols now walk the entire length of the border with packs of war beasts to help sniff out possible those attempting to illegally cross the border.

Meanwhile, the Holy Administration has issued a direct order to all government forces/civil servants/local administration officials stationed on mainland Tamriel. The order consists of a series of plans to construct large structures with powerful wards to keep any unpleasant magical forces out of Altmer territory. It also details a number of measures to be taken in the absence of light and the presence of excess snow. These include:

-Having the military/local law enforcement begin digging out roads/houses/buildings that are buried by snow.

-Establishing large bonfires/firepitts/torches in and around all Altmer controlled settlements on the mainland.

-Ensuring buildings are properly protected from the cold/have a proper fireplace/proper lighting.

-Sending out hunting parties to track down and capture/kill increasingly hostile predators for use by the Drahxilis/Glassfyre Orders.

-Removing the last traces of Khajiit vagrants/criminals who weren't deported by request of the heretic, Leafsinger.

-Imposing a storm curfew on all individuals who are not wearing the proper, protective clothing for cold weather/have not been issued with proper snowstorm/blizzard instructions.

-Having Local Government Officials and Civil Servants issue pamphlets and information booklets to every Altmer household on how to cope with cold weather/what to do in the event of an emergency.

-Ensuring the protection of farming programs/resource procurement by using a combination of magical measures and physical heating to protect the flow of Altmer controlled resources.

-Issuing all convoys/trade caravans with additional guards, cold weather survival gear, protective clothing, additional food rations and similar information documents to those handed to civilian households.

-Establishing regular, fully garrisoned/manned forts/fortified 'inns'/other forms of fortification along roadsides to prevent travellers from being caught outside in storms.

-Issuing all military/law enforcement officials on the mainland with the proper protective gear, training, clothing and supplies for operations in cold weather.

-Forming Administration funded search and rescue teams to recover individuals who are caught out during storms.
