I searched on google if i uninstall and reinstall steam would i lose my games....geez...i lost all my save game files on all my tomb games...including shadow...i wonder is there a way to add them back?

You shouldn't lose saves if you didn't disable Steam Cloud. Unless you use Linux with non-standard XDG paths.
Anyway you can check if cloud files exist and download them manually: https://store.steampowered.com/account/remotestorageapp/?appid=391220
