"Delaying Launch"
Steam is showing me a message saying "Delaying launch" when opening a game. I've never seen this in my life, and googling has led me nowhere. What could cause this?

It's waiting for background processes to finish. It might have to verify game files, install a game launcher like the EA App, some additional windows stuff, wait for cloud sync or something else along those lines.
Most of those have their own messages though, no?

For reference, the game was Spelunky 2 running on default Proton 10. So I don't think it has any third-party launcher to sync. I also witnessed this happening after playing the game for a minute, then closing it. I couldn't exit Steam the normal way or re-launch the game during this either, and ended up having to kill Steam.
My guess is that it’s compiling shaders, but I only say that because of the percentage tracker being shown after.

You would assume so. For shaders there is definitely a separate message. Most of the post-install steps only get a separate message on Windows, where stuff is installed directly into the system. Here, they are installed into the prefix by proton. You can check the installscript.vdf to see what exactly it's doing. For Mass Effect Legendary Edition for example it sets up registry keys, installs EA app and copies certain files to places.
